Project title: Toward a new paradigm shifting of agriculture development through Social-Ecological Transformation (SET) approach in science and policy making process (Case study in Vietnam)
Research: A policy review on food security and food sovereignty – Some implications for Vietnam

§1. Objectives of the project
General objectives
·         Apply SET approach in analyzing challenges and threats of food security, food sovereignty in agriculture development
·         Propose policy implications for Vietnam toward a new paradigm shift in agriculture development and food system
Specific objectives of the project
·         Identify emerging issues on food security, food sovereignty from SET approach.
·         Analyze the concept of food security and sovereignty in Vietnam’s agriculture development policy framework.
·         Propose policy recommendations for agriculture development and food system from SET approach.
·         Enhance the capacity and understanding for policy makers and stakeholders in applying SET in policy making and analysis process, for a better food system

§2. Scope of work

Activities	No. of working days
· Work with team leader about the objectives, scope, timeline, and contents of research - Work with team leader to clarify definition of key concepts and identify key contents of the research	3 days
· Write research chapters/contents as assigned by the team leader · Attend meetings (offline and online) with the research team leader and discuss on the research content to make necessary updates/revisions · Supervise the indepth interview's implementation and its quality · Prepare the first draft of research · Submit the first draft to the team leader on time	8 days
· After receiving feedback, prepare the second draft of the research · Submit the senond draft to the team leader on time · Prepare the introduction, preface, and conclusion of the research · Finalize the last version following the recommendations · Prepare 01 article to submit toa Vietnam journal	4 days

§3. Duration of the activity: 15 working days (From July 2021 to September 2021)

§4. Expected output:
·         A final research report in English about “A policy review on food security and food sovereignty – Some implications for Vietnam” with at least 50 pages will be available by 15^th of September
·         A journal article is ready to submit to a Vietnam Journal

§5. Requirements
·         A Master degree or above with at least 10 years of experiences
·         At least 5 year experience in the research field in food security, agriculture, humanities, and social sciences
·         Sound understanding of research methodologies(both qualitative and quantitative)
·         Strong problem-solving skills.
·         Attention to detail and exceptional written, verbal, and telephonic communication skills. in both Vietnamese and English.
·         Ability to write international- standards research report/ article in both English and Vietnamese (proven by a track of record of publications).

§6. Status and miscellaneous
(1)   The Institute of Policy and Managementshall not be responsible for any payment of any kind of insurance for the Contractor. Social welfare contributions shall be borne by the Contractor.
(2)   The Institute of Policy and Management is not liable for any illness/damages incurred by the Contractor during the activity.

§7. Submission
IPAM would like to invite interested consultant to submit their application following international standards in English language including:
·         Short research plan to propose how the consultant is planning to conduct the research (1-2 pages).
·         CV of consultant (include the list of publications).
·         A financial proposal stating your desired rate per working day (Ref. Annex 1).
