On February 16th, 2016, the Institute for Policy and Management (IPAM) – USSH signed contracts with the Committee of Project Management of Ministry of Science and Technology (MOST) to implement the package “Developing a strategy for pre-incubation and incubation of technology businesses in the period of 2015-2025".
Participating at the ceremony were Deputy Minister of the Ministry of Science and Technology Tran Van Tung – Project Manager of BIPP; Mr. Tran Dac Hien, Director of the BIPP’s Committee of Project Management, Director of the Personnel Department (MOST), and Mrs. Nguyen Thi Thuy Hien – BIPP’s monitor. Representatives of USSH included Prof. Dr Nguyen Van Kim - Vice Rector, Prof. Dr Nguyen Van Khanh - Director of the IPAM and Dr. Dao Thanh Truong - Vice Director of IPAM).

The package “Developing a strategy for pre-incubation and incubation of technology businesses in the period of 2015-2025" belongs to the “"Support to the innovation and development of business incubators policy project – BIPP”. This is a 5-year bilateral project signed between the Belgium Government and Vietnamese Government. The project is aimed at reforming policy framework for the incubation of science and technology businesses (S&T businesses), an important factor in raising the competitiveness of Vietnamese businesses.
The specialized group of IPAM accordingly is responsible for conducting analyses based on which to produce a Grand strategy on Pre-incubation and Incubation of S&T businesses in the period of 2015-2025, which will serve as a reference for the Ministry and relevant units to continue developing and perfecting the policies and legal mechanisms for the incubation of Vietnamese S&T businesses.
The main contents of the project are as follows: the total evaluation of the aspects/components relevant to pre-incubation and incubation in Vietnam; evaluation of the prominent international (especially regional) examples related to pre-incubation and incubation and their application in the specific conditions of Vietnam; development of the tentative visions for every component related to pre-incubation and incubation of S&T businesses; development of an agenda on innovations, in which the specific action programs taken by the Government to implement the said visions are laid; the prerequisites for implementing the strategy, etc.
Speaking at the ceremony, Deputy Minister Tran Van Tung said that the incubation of S&T businesses in recent years has been accelerated and become an encouraging tendency among fresh start-up movements. This project is significant in that it aims to nurture competent and competitive businesses in the market, contributing to the mission of transforming Vietnam into a start-up nation. Its implementation also helps create a developed technology market in Vietnam.

Prof. Dr Nguyen Van Khanh (Director of IPAM) confirmed that the Institute is one of the leading units in providing policy studies and consultance in the field of science and technology in Vietnam. As a prestigious, capable and experienced group, the IPAM’s specialized group commits to realize the project in an efficient and reliable way. It is expected that IPAM and USSH will tighten their relations via BIPP with the Ministry of Science and Technology so as to create more large-scale and significant projects in the future.
