Dialogue on “Science and Education Policy of Vietnam in International Integration trend”

On 22/12/2016, the Institute of Policy and Management at VNU- University of Social Sciences and Humanities has collaborated with Rosa Luxemburg Stiftung (RLS SEA) to organized the dialogue on the theme “Science and education policy of Vietnam in the international integration trend”.

 

Attending the seminar, there were Ms. Nguyen Thanh Hai - Member of the Party Central Committee, member of the Standing Committee of the National Assembly, Chairman of the National Assembly Petitions; Mr. Nguyen Duc Kien - Vice Chairman of the Economic Committee of the National Assembly, Chairman of Friendship Parliamentary Group Vietnam - Germany; Pham Dai Duong - Deputy Minister of Science and Technology and other leaders, former leaders of the National Assembly, ministries, central agencies; representatives of foreign embassies in Hanoi.
The organizer have received more than 30 presentations of scientists in domestic and international, and also selected 12 reports presented at the 2 both sessions.

Vice rector of VNU- University of Social Sciences and Humanities, Prof. Nguyen Van Kim said “For years, Vietnam has always see education perspective and training with science and technology as the first national policies. Resolution of the Twelfth Congress of the Party has confirmed to continue strongly the innovated and synchronized activities of basic elements of education and training; innovate programs and educational content; diversify content and learning materials to meet the requirements of the various grades, education, training and lifelong learning needs of the people”.

From that, the dialogue would go in-depth analysis of a broad topic, it is policy and the role of science and technology, education and training in the trend of international integration of Vietnam. This dialogue would be an opportunity for managers, scholars in the domestic and international to present the results of their research, listen and exchange experiences on topics of mutual interest.

Main topics at the dialogue: (1) Identify the philosophy, systems perspective in science and education policy in Vietnam before and during the renovation period; (2) The achievements and constraints in implementing the science policy in Vietnam today; (3) The achievements and constraints in implementing the education policy in Vietnam today; (4) The opportunities and challenges in the planning and implementation of science policy and education in Vietnam in the context of integration; (5) Philosophy and science-oriented development in the context of international integration; (6) Develop educational philosophy oriented innovation and comprehensive fundamental in the context of international integration; (7) The international career in science policy shift in the trend of education and globalization; (8) The role of institutions of science and technology in the transformation process of science policy in Vietnam: current situation and solutions; (9) The role of science and education in promoting consistent industrialization and modernization of Vietnam; (10) The role of science in innovation and promote the development of education.

After the opening session, participants were heard and discussed about reports at two sessions.

In the report “Science and education policy in the integration period”, Prof. Vu Cao Dam - Chairman of the Board of Science and Education, Institute of Policy and Management has recommended three steps for the reform of science and education in our country:
Step 1, identify the current state of scientific understanding and education have evolved in the direction consistent with the law of development of the world or not.
Step 2, promote the development following the the world popular model. It is a system in which, scientific, educational and production institutions exist in a stick organic organization.
Step 3, drawn into the world educational revolution: develop research institutions and development (R&D) in production; develop R&D organizations in university; develop higher and graduated education in the university

The report “Overview of science, technology and education policy in Vietnam in the international integration trend” of Prof. Nguyen Van Khanh - Director of Institute of Policy Management, former Rector of the University of Social Sciences and Humanities, said a large number of world trends in transition, such as fast-forward into the knowledge economy; national innovation in the context of globalization; science, technology and education in the trend of economic globalization. In that process, the international integration of Vietnam is faced with many challenges such as the State administration; competition; economic growth coupled with hunger eradication and poverty reduction; international integration raises issues of national security protection, preservation of cultural identity; social differentiation; requirements of economic development requires high quality human resources...
Mr Phạm Dai Duong, Deputy Minister of Science and Technology and Assoc.Prof. Dao Thanh Truong - Dean of Management Sciences, Deputy Director of the Institute of Policy and Management (VNU-University of Social Sciences and Humanities) emphasized weaknesses and problems still existed as well as proposed some solutions for science, technology and innovation in Vietnam in the context of international integration. Some problems exist in science, technology and innovation in Vietnam is mentioned as: although the quality is improved, facilities are still lacked; service system of science, technology, education and training is weak; the market for the technology is not developed; businesses almost no parts research and development; universities largely focused on teaching, scientific research quality is still not high. Two scientists proposed to reset the relationship between the training - research - production, promote effectively role of the parties concerned and pay attention to the problems of international integration.
