1. Assoc. Prof. Dr. Do Huong Lan – Director
Assoc. Prof. Dr. Do Huong Lan graduated from the Foreign Trade University in 1999 with a degree in International Economics, earning high distinction. She completed her Ph.D. in International Economics in Russia in 2006. From 2007 to 2017, she worked at the Foreign Trade University as a Lecturer in International Economics and Business and served concurrently as Deputy Head of the Scientific Management Office. In 2014, she was conferred the academic title of Associate Professor in Economics. Assoc. Prof. Dr. Do Huong Lan has also held various leadership roles, including at the Institute of Strategy and Policy on Science and Technology, Ministry of Science and Technology, where she headed the Department of Information and Postgraduate Training. From 2017 to 2019, she served as a Senior Lecturer at the Ho Chi Minh National Academy of Politics. Between 2019 and November 2024, she held the position of Deputy Director of the Center for Entrepreneurship and Social Innovation at the National Economics University.
On December 2, 2024, Assoc. Prof. Dr. Do Huong Lan officially assumed the role of Director of the Institute for Policy and Management, as per Decision No. 6399/QĐ-XHNV issued by the Rector on November 25, 2024. Assoc. Prof. Dr. Do Huong Lan has trained numerous generations of students, supervised ten doctoral candidates from Vietnam and Kazakhstan to successful dissertation defenses, and guided nearly 100 master’s students in completing their theses. Her primary research focuses include international economics and business, with a specialization in international trade, international tourism, labor migration, and economic integration; as well as science and technology management, innovation, and entrepreneurship. She is also among Vietnam's leading experts in research collaborations with partners in Russia and other CIS countries.
In the fields of consulting and training, her expertise covers innovation, entrepreneurship, international trade, global economic integration, local and global governance, technology supply-demand linkage, market connectivity, and fostering international partnerships. In her community engagement, she actively supports students, women, vulnerable groups, and ethnic minorities in innovation and entrepreneurial activities.

2. Head of the Council of Research and Training: Prof,Dr. Vu Cao Dam
Prof,Dr. Vu Cao Dam is the former director of CEPSta, who made a great contribution to the foundation and development of the center, directing the developed way; conducting and deploying internal and external research project for cepsta. After upgrading into ipam, Prof, Dr. Vu became Head of the council of researching and training of the institute.
Prof, Dr. Vu graduated in Hanoi University of science and technology in 1961, achieved his doctor degree in Economic mining technology in University of mining, Moscow, former Soviet in 1974. From 1976 to 1994: he worked at Ministry of Science and Technology as the director of the former Science and Technology management institute, now is the Science and Technology policy and strategy institute. Right after that, he worked at Hanoi General University, now is VNU.

3. Dr. Nguyen Thi Quynh Anh - Lecturer, Project and Partnership Development Officer
Dr. Nguyen Thi Quynh Anh received her Bachelor’s degree in 2011 and her Master of Science in Management in 2015 from the University of Social Sciences and Humanities. In 2022, she earned a Ph.D. in Science and Technology Management from the same institution. Dr. Nguyen has been affiliated with the Center for Policy Studies and Analysis (CEPSTA) — now the Institute for Policy and Management — since 2011, where she oversees projects and partnership development. Her research focuses on the sociology of science and technology as well as science and technology management.

4. MA. Vu Huyen Trang - Administrative Assistant
MA. Vu Huyen Trang earned her Master’s degree from the Vietnam Banking Academy. Currently, she supports the activities of the VNU Journal of Science: Policy and Management Studies at the Institute and oversees office administration at IPAM. Ms. Trang also serves as the accountant for international projects implemented by IPAM.

Ms. Nguyen Thu Trang earned her Master’s degree in Sociology from the Faculty of Sociology, University of Social Sciences and Humanities, Vietnam National University, Hanoi (2015), and is currently pursuing her doctoral studies at the same institution. At present, she is engaged in research activities, research assistance, and the implementation of scientific projects and assignments at the Institute for Policy and Management.
